Dr. Yilmaz Vural is a Professor in the College of Technology and Engineering at Westcliff University, where he delivers undergraduate and graduate-level instruction across the Cybersecurity, Information Technology, and Engineering Management programs. A computer engineer and research scholar, Dr. Vural brings over 25 years of extensive expertise encompassing public-sector data protection governance, defense-sector secure infrastructure design, enterprise threat mitigation, and higher education.

Dr. Vural earned his Ph.D. in Computer Engineering, with a specialized focus on Data Privacy, from Hacettepe University. His doctoral dissertation introduced “rho-Gain,” a utility-aware data anonymization model designed for secure, privacy-preserving data publishing. He also holds an M.Sc. in Computer Engineering from Gazi University, where his thesis investigated enterprise information security and penetration testing frameworks. Advancing his academic portfolio, Dr. Vural completed a four-year postdoctoral research appointment in the Department of Computer Science at the University of California, Santa Barbara (UCSB), conducting advanced research in Internet of Things (IoT) security, network resilience, and self-healing systems.

In the United States, Dr. Vural directed public-sector digital resilience initiatives as a Cyber Security Analyst for the City of Santa Maria. In this capacity, he formulated and executed municipal information security policies aligned with the NIST Cybersecurity Framework, ISO 27001, and CIS Controls. His technical oversight involved threat intelligence orchestration, enterprise-wide endpoint security management, systematic vulnerability assessments, institutional security awareness operations, and the engineering of core operational workflows for the City’s Cyber Incident Response Team (CIRT).

His broader international tenure features substantial administrative and technical leadership in large-scale enterprise modernization. Dr. Vural served as the Head of the Data Security and Information Systems Department for the Personal Data Protection Authority (KVKK), where he directed the deployment of national data breach reporting systems and led high-profile regulatory compliance investigations. His industrial background further includes serving as Senior Cybersecurity Consultant and Privacy Lead at TURKSAT, and as Program Manager for a $70 million national digital infrastructure and transformation project.

Dr. Vural remains actively engaged in global research as an international expert evaluator for the European Union’s Eureka / Eurostars Programme, reviewing cross-border R&D initiatives in emerging technologies and privacy-by-design frameworks. His scholarly output includes numerous peer-reviewed journal articles in SCI-Expanded publications, academic book chapters on penetration testing and global data protection standards, and research presented at prominent international venues, including IEEE and NATO symposiums. His current research and instructional focus areas include cloud-native security governance, risk and compliance (GRC), big data anonymization, ad-hoc network routing security, and applied cryptography.
